КНР вышел на второе место в мире по инвестициям в НИОКР (научн. иссл. и опытно-констр. работы) со 136 миллиардами долларов в год против 330 у США и 130 у Японии.

Китайское правительство в течение 2006 года выделит на поддержку научно-исследовательских и опытно-конструкторских работ 136 миллиардов долларов. Таким образом, Китай обгонит по этому показателю Японию и выйдет на второе место в мире после США. Об этом говорится в материалах Организации экономического сотрудничества и развития (ОЭСР, OECD).
Ожидается, что в 2006 году Япония потратит на НИОКР только 129 миллиардов долларов, Германия - 61,2 миллиарда долларов. В то же время все страны Евросоюза за исключениям десяти новых членов поддержат ученых на 233,3 миллиарда долларов. Траты США в этой области составят 337,9 миллиарда долларов.

В релизе ОЭСР также отмечается, что Китай значительно увеличил траты на НИОКР в последнее десятилетие. Если в 1994 году эта страна вкладывала в разработки ученых только 0,6 процента ВВП, то в 2005 году - уже 1,2 процента. В то же время сам показатель ВВП рос по 9-10 процентов в год.

В Китае на данный момент проживает 926 тысяч исследователей. По этому показателю Китай занимает также второе место после США. Россия по числу ученых занимает четвертое место в мире.

China will become world’s second highest investor in R&D by end of 2006, finds OECD
   

   
04/12/2006 - China will this year for the first time spend more on research and development (R&D) than Japan and so become the world’s second highest investor in R&D after the United States, according to OECD projections based on recent trends.


“The rapid rise of China in both money spent and researchers employed is stunning,” said Dirk Pilat, Head of the OECD’s Science and Technology Policy division. “To keep up, OECD countries need to make their research and innovation systems more efficient and find new ways to stimulate innovation in today’s increasingly competitive global economy.”


Based on recent trends trends, China will spend just over USD 136 billion on R&D in 2006, just over Japan’s forecast USD 130 billion. The United States is predicted to remain the world’s leading investor in R&D in 2006, spending just over USD 330 billion. The EU-15, which includes France, Germany and the UK, is predicted to spend just over USD 230 billion.


Figures for 2005 and 2006 are projected on the assumption of a continuation of growth in R&D spending last year and in 2006 at the same average rate as was observed over 2000-2004. These figures are available in the Science, Technology and Industry Outlook 2006. (See figure 1)


China’s spending on R&D as a percentage of GDP, known as R&D intensity, has more than doubled from 0.6% of GDP in 1995 to just over 1.2% in 2004. In current prices, this represents an increase from just over USD 17 billion in 1995 to USD 94 billion in 2004. And it is growing even faster than the economy which is growing by between 9 and 10% a year.


The Science, Technology and Industry Outlook 2006 notes two clear trends in non-OECD countries in strengthening R&D and innovation activities and policies: rapid absolute growth, from low starting points, in R&D and patenting, and significantly growing shares in global R&D and patenting.


The report gives a comprehensive review of key trends and developments in science, technology and innovation policy in OECD countries. Among other things, it finds that:

In China, the number of researchers increased by 77% between 1995 and 2004. China now ranks second worldwide with 926 000 researchers, just behind the United States (more than 1.3 million), and Russia ranks fourth. Singapore employs more researchers per thousand of total employment than the OECD average.
The total number of globally important patents originating from non-OECD economies is small compared to the OECD total, but the numbers have grown rapidly in recent years. In 1991, Brazil, China, India and South Africa accounted for 0.15% of the total share; by 2002 this had increased to 0.58% of the total.
Policy has yet to catch up with the globalisation of innovation. To date, policies have largely been ad hoc and aimed at specific problems, such as inward investment. Few countries have worked out how to adapt national policy frameworks to today’s more global innovation system but small, open economies, such as Finland and Ireland, appear to be leading the way.

Racism Allegations Taint Chinese Effort to Recruit Overseas Talent

A new program that aims to inject some international blood into China's scientific workforce has come under fire for excluding ethnic Chinese. Officials at the Chinese Academy of Sciences (CAS) counter that critics are missing the point.

Last September, CAS launched a program to provide fellowships for up to 50 "international young researchers" under the age of 35 to work in CAS laboratories for 1 year with salaries capped at 100,000 yuan, or $12,900, renewable for a second year. The announcement received little publicity until last week, when an anonymous posting on the popular U.S.-based Internet forum Jiaoyu Yu Xueshu (Education and Scholarship) noted that the Chinese version of the fellowship rules limits the awards to fei huayi waiji (foreign nationals not of Chinese descent). That phrase sparked a flurry of angry reactions on Chinese Internet sites abroad blasting the program as "racist" and "discriminatory."

The complaints have merit, some experts say. The distinction between huayi (persons of Chinese descent) and fei huayi is an "interesting" form of racism, says Stevan Harrell, an anthropologist at the University of Washington, Seattle, who has done fieldwork in China for more than 20 years. The premise is that "anyone who is of Chinese descent somehow has a connection with China"--even a second- or third-generation American huayi, for instance--and therefore is not considered a "real" foreigner, Harrell explains.

The deputy director of CAS's education department, Li Hefeng, defends the program. Li points out that CAS already has numerous incentive programs to attract huayi, such as the One-Hundred-Talent Program. "About a third of researchers in U.S. and Japanese labs are international," says Li, "but CAS has almost none." Until recently, "we worried whether fei huayi could adapt to our country's work, living, and especially cultural environment," he says. But conditions are improving, Li says, and in the future there may be no need for separate programs for huayi and fei huanyi. The "main goal," he maintains, "is to expand international exchange and collaboration." In this case, international means non-Chinese ancestry.

китайский конечно язык будущего smile и учить его безусловно стоит, но... пока Китай только для китайцев
А вот в Индии наблюдается растущая нехватка химиков, сопровождающаяся, кстати, быстрым ростом зарплат.  Индусы даже стали импортировать свежеиспеченных американских Ph.D. которые не хотят мучаться на постдоке и хотят сразу получать хорошие деньги.  Интересно, будет ли это сопровождаться ростом спроса на магистров наподобие роста такого спроса в США или индусы предпочтут переманивать к себе Ph.D. держать их под тягой так как наблюдается явный избыток Ph.D. и рынок труда для Ph.D. это рынок покупателя.
